If the Quickbooks company file is hosted on your workstation ...
1) Make sure everybody else is logged out of Quickbooks
2) Reboot your workstation
3) Attempt to login to your Quickbooks company file

If the Quickbooks company file is hosted on another workstation ...
1) Make sure everybody else is logged out of Quickbooks
2) Reboot the workstation hosting the company file
3) Reboot all other workstations which use the company file
4) Attempt to login to your Quickbooks company file
